ODL PILOT COMPUTER LAB PROPOSAL AND LYCÉE SALNAVE ZAMOR DE LASCAHOBAS.

Executive Summary/Purpose Statement

ODL desires to improve technology integration and increase student computer utilization by establishing a new lab consisting of thirty desktop computers with internet access and appropriate software applications because primary and secondary schools in Haiti do not have computers or Internet.

It is our common vision that every student in Haiti will be provided excellent technology-related instruction. ODL believes that in order for our students to be successful now and in the future, we must continue to grow professionally and consider technology in every aspect of the curriculum, not as a separate entity.

This is a collaboration project with the Lycée de Lascahobas aimed at providing Internet Computer Technology infrastructures to all secondary schools in Haiti. Our key target is aimed at one-student-to-one computer. This is to ensure effective computer education. The luxury of electricity is almost nonexistent, we will provide a 20kw solar system to ensure that there is no interruption during computer classes.

Furthermore, to ensure that Internet connectivity is always available, the infrastructure will be setup with dual ISP internet (Natcom, Digicel). All classes will deliver through an LMS (Learning Management System) platform.

The Organization for the Development of Lascahobas Inc. (ODL), EIN 11-3047502, is a non-profit organization created and registered with IRS in 1990 by friends and natives of Lascahobas, Haiti. Its vision is to "Identify and provide materials and human resources to improve the living conditions through health, education, and trade of the city.”

Besides providing the infrastructure in the Lycée, we will also provide classes, training, workshops, seminars and entrepreneur mentoring programs to the benefiting students. It is our hope that this project will give birth to the like of Elon musk, Jeff Bezos, Bill Gates, Steve Jobs, Michael Dell etc… from Haiti; who will pioneer the future.

 

Potential Grant Funding Source

Submission of this pre-proposal is intended for agencies/non-profit organizations that fund grants for public schools, Haitians and people from Lascahobas. Grant sources currently under consideration are Gates Foundation,The Childdren’s Investment Fund Foundation, United Nations Foundation, Ford Foundation. Also under consideration is The Oprah Winfrey Network and The Perry Foundation.

Enhancing Education Through Technology, our main goal is to improve student academic achievement through the use of technology in schools. It is also designed to assist students in crossing the digital divide by ensuring that every student is technologically literate.

Justification of the Project

Preparing the students of today for the technological-driven world of tomorrow. To ensure that the students of Lascahobas are prepared, exposure to effective technology-related instruction must be more accessible for students and teachers. Students need to be exposed to inquiry-based technology, stimulating software, along with internet access to enhance critical thinking through researching and analysis. Providing an additional computer lab with internet access to online databases along with effective software will insure students receive the technological advantage needed to equip them for the future.

Target Population

Lascahobas (Haitian Creole: Laskawobas; Spanish: Las Caobas) is a commune located in the Centre department of Haiti, roughly 30 minutes east of Mirebalais, 10 minutes south of Lac de Peligre, and one hour west of the border with the Dominican Republic. Lascahobas has roughly 36 schools with a total of 14,817 students. These schools do not provide access to computers or teach the fundamental skills needed to operate such technology that will allow these students to rise to the 21st-century learning.

Duration of Project

Project Computer Lab will start in the fall of 2022 and take three academic years, with full implementation occurring in the 2024/2025 school year.

OBJECTIVE OF THE PROJECT

 

  • To teach/mentor pupils and students how to code.
  • To promote computer literacy among the pupils and students.
  • To setup the first technology collaboration between the diaspora and Haiti public school.
  • To expose pupils/students to computer operation at their elementary and secondary levels
  • To provide a sustainable research facility for teachers in public schools.
  • To provide pupils/students with good research tools alongside their normal educational curriculum.
  • To provide an interactive means of learning in schools.
  • To give to every Haitian child an equal opportunity in computer education.

The total budget for the project is $50,495.00.

Infrastructure Design

It is a simple network design with two firewalls, two switches, two wireless routers and two ISPs (Internet Service Providers). Each firewall of the failover pair use two interfaces for the ISPs, one interface for wireless routers and one interface for the servers vlan. All desktops will be connected to the wireless router for connectivity. Servers and printers will be physically connected to the switches and assigned to the vlan servers. Rules will be implemented in the firewalls to protect the environment from malicious actors.

Project Administration

This is a partnership/collaboration project between The Organization of the Development of Lascahobas and the government of haiti represented by the administration of the Lycée Salnave Zamor de Lascahobas (Boltaire Noel). ODL will provide the fund, equipment and the expertise to build the infrastructure. The administration of the Lycée Salnave Zamor will provide the facility, the security and staff to manage the lab.

Sources of Continuing Support

ODL has agreed to fund the cost of providing software. Projected expenses are primarily site licenses and renewals. ODL will budget for repairs and upgrades to hardware. Faculty members and administration will provide Professional Development to the staff per needs assessment.

Performance Measures

Evaluation will occur on an annual yearly basis. Teachers along with students will complete detailed surveys conveying strengths and areas of weakness that need attention. An overall evaluation will be measured by progress made on the Assessment of Knowledge and Skills. Increased integration of technology through instruction will also measure effectiveness.
