ODL members are natives and friends of the city of Lascahobas with the desire to help improve the city in at least one of the four key areas: health, education, infrastructure, and commerce. Each active member of ODL will fulfill the duty of care, the duty of loyalty, and the duty of obedience as indicated in its chart. The roles and activities of each active member include the following:

1. Formal and active ODL members have the privilege to participate in the General Assembly meetings, held twice annually.
2. During General Assembly meetings, formal and active members cast their votes and elect new board members.
3. Membership actions such as voting may occur without participation in the General Assembly meetings, but a written notice must be sent to the Board of Directors and approved by the Board with a simple majority.
4. Members are required to pay their dues to keep their membership. The membership fee is $100 annually.
5. A quorum of members, two thirds of the membership total, is required to hold a meeting and to validate actions taken during the meeting.
